6.B) Adoption of Resolution recommending Town Council Repeal and Replace Title 10 “Planning and Zoning”, Chapter 4 “Housing Developments Under Government Code Section 65852.21” to Comply with State Law; Rename Chapter 10-4 to “Urban Lot Splits and Two-Unit Development in Single-Family Zones”; Repeal Section 10-2.711 “Urban Lot Splits pursuant to Government Code 66411.7”; and Make Associated CEQA Exemption Findings. The proposed Resolution is exempt from CEQA pursuant to Public Resources Code section 21080.17, which exempts the local adoption of ordinances regarding second units in single or multi-family residential zones, and CEQA Guidelines sections 15301 (Existing Facilities) and 15061(b)(3) because it can be seen with certainty that there is no possibility that they will have a significant effect on the environment.
