2.2) Provide staff feedback on the Preliminary Proposed 2025-2026 Budget and Work Plan. Providing feedback on the Preliminary Proposed 2025-2026 project is exempt from the California Environmental Quality Act (CEQA), under the “common sense” exemption, because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. (Cal. Code Regs. tit. 14, § 15061).

3) Public Hearing:

3.1) Receive and File the Annual Report on Staff Vacancies, Recruitment and Retention Efforts as Required Under AB 2561. The Council’s discussion and approval of this report is not a “project” under the California Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065).
