2.6) Consider Making Appointments to the Board of Review and Bicycle & Pedestrian Advisory Committee.   Appointing volunteers to serve on a committee is not a “project” under the California Environmental Quality Act (CEQA) because it does not involve an activity that has the potential to cause a direct or reasonably foreseeable physical change in the environment. (Cal. Pub. Res. Code Section 21065).
