2) Council Public Hearing:

2.1) Public Hearing to Consider an Ordinance Amendment to Repeal and Replace Title 4, Chapter 13 “Private Trees”; Adoption of Resolution Establishing In LieuTree and Replacement Fees. The Ordinance is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15061(b)(3) because it can be seen with certainty that there is no possibility it would have a significant effect on the environment. The Ordinance makes no changes to land uses, development intensities, or the rate at which development is expected to occur.

2.3) Public Hearing to Adopt Resolution Amending the Master Fee Schedule for the Town of San Anselmo. Adoption of the attached Resolution is statutorily and categorically exempt from the California Environmental Quality Act (CEQA) under Public Resources Code section 21080(b)(8) and CEQA Guidelines section 15273, because it involves approval of charges by the Town which the Town finds are for the purpose of meeting operating expenses, as demonstrated by the Fee Study completed in July 2025.

2.4) Consider Making Appointments to the Climate Action Commission. Appointing volunteers to serve on a committee is not a “project” under the California Environmental Quality Act (CEQA) because it does not involve an activity that has the potential to cause a direct or reasonably foreseeable physical change in the environment. (Cal. Pub. Res. Code Section 21065).
