3.1) Consider Making Appointments to the Planning Commission. Appointing volunteers to serve on a committee is not a “project” under the California Environmental Quality Act (CEQA) because it does not involve an activity that has the potential to cause a direct or reasonablyforeseeable physical change in the environment.
