2.1) Approve the Transition of Merchant Permits from a Fiscal Year to a Calendar Year Schedule. Shifting Merchant Permits is not a “project” under the California Environmental Quality Act, because it does not involve an activity that has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065).

As a downtown merchant,I appreciate and support the Merchant Parking Program and the efficiency changes proposed. I would also ask you to consider moving forward with a revenue-neutral program to reduce the cost to merchants once these efficiencies are in place and can be evaluated.
