I appreciate the significant effort Jeff Zuba has invested to improve and upgrade the CIP.

For the next CIP, I suggest:

1. Include a 5-year annual forecast of funding sources in addition to expenditures.

2. Include projected beginning, annual, & ending balances.

3. Separately estimate future maintenance & replacement of major infrastructure items to improve CIP planning and the 5-year operating budget forecast.

4. Exclude firefighter costs from capital tables except to show net funds.
