2) Council Business Items:
2.1) Receive and File the Live on the Avenue 2026 Recap and Review. The proposed project is exempt from the California Environmental Quality Act (CEQA), under the “common sense” exemption, because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. (Cal. Code Regs. tit. 14, § 15061).

2.2) Approve of Climate Action Fund Policy and Approve the recommended 2026-27 Climate Action Fund planned expenditures. The Council’s receipt of the 2024 GHG Inventory report is not a “project” under the California Environmental Quality Act, because it does not involve an activity that has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment (Cal. Pub. Res. Code § 21065).
