2.2) Authorize the Town Manager to Negotiate and Execute a Donation Agreement with a Potential Donor for the Completion of Construction Drawings for the Creek Park Project. The Council’s authorization of the Town Manager to negotiate and sign a donation agreement is not a “project” under the California Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment.
