Receiving an update on the status of the SAFRR project’s application is not a “project” under the California Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. 2.3) Public Hearing for 2nd Reading and Adoption of an Ordinance Adding Chapter 2 to Title 19 of the San Anselmo Municipal Code (SAMC) to prohibit individuals under 16 years of age from operating a Class 2 e-bike as defined in California Vehicle Code Section Section 312.5, and require any person operating a Class 2 e-bike in the Town of San Anselmo to wear a helmet.

2.5) Authorize a Professional Services Agreement with Lotus Consulting for a Capital Campaign Feasibility Study and Plan. The Council’s discussion and approval of this agreement is not a “project” under the California Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. 2.6) Consider Making Appointments to the Board of Review and Bicycle & Pedestrian Advisory Committee.   Appointing volunteers to serve on a committee is not a “project” under the California Environmental Quality Act (CEQA) because it does not involve an activity that has the potential to cause a direct or reasonably foreseeable physical change in the environment. (Cal. Pub. Res. Code Section 21065).
