Agenda Item

2.2) Receive and File a Presentation on the Upcoming Center Boulevard Evacuation Route Clearence Project. Receiving a presentation about the Wildfire Preparedness Coordinator position does not constitute a “project” under the California Environmental Quality Act (CEQA), as it does not involve an activity that could cause a direct or reasonably foreseeable indirect physical change to the environment (Cal. Pub. Res. Code § 21065).

I first received notice today. Fire safety is important, but really needs to be balanced with the other benefits of vegetation along the roadway: emissions & sound buffer from traffic, privacy screening, beautification (it also slows vehicle speed).
The width of the roadway is defined by the white lines, and that line should also constitute the edge of the road. This would allow for the balance of the fire safety and benefits of vegetation.

I learned of the Center clearance project over the holiday weekend from a neighbor who placed the RVFD letter in mailbox. Why was I not notified by the town or FD? This project will negatively impact our life on Alder as well as our property value. If plantings are removed, Measure C should replace with noice abatement options that are fire safe.

We just received the attached letter for the Notice of Hazard Abatement in today’s mail. It was postmarked on September 2nd, but with the holiday, was not received until today, September 8th, the same day as the Town Hall Meeting—This same day notice is very concerning. As I believe in the fire abatement, I do not believe in such short notice, as I overlook Center Boulevard. I respectfully request that the presentation be moved to a later date, as notice was not given in a timely manner.

As a homeowner with property that backs up to center, consider the following:
    1. How is "10 feet from the roadway" being defied? The paved roadway width is inconsistent. Is it 10 feet from the white edge line?
    2. If is approved, the town should use a spray line first to allow homeowners time to comply/relocate impacted vegetation.
    3. How will this enable movement of emergency vehicles IRL as the roadside is not consistently flat for travel?
    4. Please consider the impact to property values!
